DEFICIÊNCIA MÚLTIPLA E CIDADANIA: UM ESTUDO SOBRE FAMÌLIA E INSTITUIÇÃO ESPECIALIZADA

Resumo
O presente trabalho teve por objetivo identificar aspectos da instituição especializada na relação com as condições de vida e cidadania de mães e de suas crianças com deficiência múltiplas. A trajetória metodológica percorrida pela pesquisadora se estabeleceu através de: 1) consulta em livros institucionais; 2) sites eletrônicos oficiais; 3) legislação municipal referente às pessoas com deficiência; 4) questionários respondidos pelos representantes das Secretarias Municipais; 5) consulta aos planos de trabalho da instituição de 2005 e 2006; e 6) pesquisa de campo realizada junto às mães de crianças com deficiência múltipla da instituição. A pesquisadora constatou no decorrer da análise dos resultados que: a) a instituição se constitui no único espaço de atendimento a essa população; b) não existe espaço para que as mães exerçam sua cidadania; c) embora estejam inseridas no Plano de Trabalho da instituição ações voltadas à inclusão social destas crianças, estas não ocorrem; d) as práticas de instituição refletem descrédito no potencial de desenvolvimento e aprendizagem das crianças reforçando isso junto às mães e num movimento contrário à inclusão escolar; e) há uma precariedade nos serviços municipais básicos (saúde, educação e ação social) o que reforça e agrava a situação de exclusão social; e f) os profissionais da instituição também contribuem para a manutenção da exclusão através de suas práticas assistencialistas. Conclui-se, desta forma que, o poder público não assume papel regulador e intervencionista voltado à inclusão social das pessoas com deficiência múltipla e seus familiares. É fato que atualmente essa população não é beneficiada pelos programas municipais. Por fim, o papel dos profissionais é fundamental para incentivar as mães num processo de exercício de cidadania, apontando que neste movimento as atitudes não são de passividade e submissão e sim de consciência e reivindicação de direitos de forma ativa. Dar voz e acolhimento para as mães sem preconceitos, sem valores pré-estabelecidos, sem julgá-las talvez já seja um bom começo, fazer, enfim, com que elas se sintam pertencentes ao único espaço de atendimento possível atualmente.
Abstract
This research has the objective of identifying some aspects of the specialized institution relating itself with the living conditions and citizenship of the mothers who have children with multiple deficiencies. The sources used were: a) institutional books, b) official electronics sites, c) municipal legislation related to the subject, d) information provided by the specific municipal department, e) information from 2005 and 2006 institution plans, f) interviews with the mothers with children in the program. After analyzing all the collected information, the researcher pointed: 1. there is just this institution to take care of that special population, 2. the mothers do not have room to take advantage of their citizen rights, 3. the social inclusion of the children does not occur, although it is an institution policy, 4. the institution attitudes and practices show they do not believe that the children can improve and develop their learning and potential, creating a movement against the inclusion in a regular school, 5. the municipal health care, education system and social programs are defective, providing low quality services, 6. the institution professionals contribute to maintain the social exclusion through paternalistic conducts. In conclusion, the public government does not manage the social inclusion of these children and their relatives through municipal programs. The professionals need to incentive the mothers to take advantages of all their citizen rights, and stop with the submission situation. The mothers need to be heard without prejudices and previous judgments to make them feel as a part of a group where they can have some kind of support.
