Resumo
O presente trabalho de pesquisa tem como objetivo básico a análise da atuação dos Dirigentes Municipais de Educação dos quinze municípios que constituem o Núcleo Regional de Educação de Pato Branco, no Sudoeste do Estado do Paraná. O Núcleo constitui-se num órgão de administração vinculado diretamente à Secretaria de Estado da Educação. Os objetivos específicos definidos para se chegar ao objetivo geral foram: efetuar uma reflexão a respeito do processo de municipalização do ensino fundamental no Estado do Paraná a partir a partir da década de 1990; caracterizar o perfil dos Dirigentes de Educação que atuam nos referidos municípios; levantar e analisar as possibilidades de atuação do Dirigente e ao mesmo tempo levantar e analisar os problemas enfrentados por ele durante a atuação. Foram utilizados os seguintes procedimentos metodológicos para se alcançar os objetivos: análise bibliográfica, análise documental e levantamento de dados junto aos Dirigentes Municipais de Educação através de questionário que foi aplicado no segundo semestre de 2004, último ano de mandato dos políticos eleitos no pleito municipal do ano 2000. As questões versaram sobre a temática geral da municipalização do ensino fundamental. Sobre os municípios foi feita uma análise de sua história e daquilo que lhe é peculiar. Foi efetuado um levantamento geral sobre a população de cada localidade e analisados os dados educacionais relativos ao ano de 2004. Também foram analisados num conjunto único os dados educacionais relativos ao Núcleo Regional de Educação de Pato Branco, os dados da Região Sudoeste e os dados do Estado do Paraná. As ações desenvolvidas pelos governadores a partir de 1983 até 2004 foram analisadas dentro do período de mandato de cada um. Especificamente foram destacadas as ações governamentais que direcionaram o processo de municipalização do ensino fundamental. Por fim as respostas dos Dirigentes Municipais da Educação às questões propostas foram analisadas por temas, propiciando análise da realidade apresentada sob a ótica de cada Dirigente. Foi possível fazer um levantamento das ações desenvolvidas, identificando a atuação, os limites e as possibilidades do trabalho dos Dirigentes Municipais de Educação da citada Região.
Abstract
The present work search has as basic objective to analyze the performance of the Municipal Secretaries of Education of the municipalies that constitute the Regional Education Nucleous of Pato Branco, in the South-West Paraná. The Nucleus constitutes in an administration means that is diretly involved to the Education Secretary of the State. The specific objectives defined to get the general objective were: to have a reflection about the municipalization process of the fundamental teaching in the Parana State from the 1990´s decade, to characterize the profile of the Municipal Secretaries of Education that work in the referred municipalities, to rise and analyze the possibilities of acting from the Secretary and at the same time to rise and analyze the problems faced by him during his action. It was used the following methodological procedures to get the objectives: bibliographical analysis, documental analysis and survey along the Municipal Secretaries of Education through questionnaire applied in the second semester of the year 2000. The questions were about general subject of the municipalization of the fundamental teaching. About the municipalities have been done an analysis of its history and of that it’s peculiar to it. It has been done a general search about the population of each locate and we have analyzed the education datum related to the year of 2004. It was also analyzed in a unic complex the educational datum related to the Regional Education Nucleus of Pato Branco, the datum of the South-West Region and the datum of the State of Parana. The actions desenvolved by the governors from 1983 to 2004 were analyzed in the administration period of each one. Specifically the governmental actions were stood out which have given the direction the municipalization process in the fundamental teaching. In the end, the answers of the Municipal Secretaries of Education to the proposal questions were analyzed by themes, giving analysis of the reality showed by the view of each Secretary. It was possible to have a rise of the developed actions, identifying the action, the limits and the possibilities of the work of the Municipal Secretaries of Education of the named Region.
