Resumo
A Seguridade Social, na atualidade, onde o mundo do trabalho está totalmente transformado, as relações de trabalho são efêmeras, a exclusão do mercado formal e o deslocamento de trabalhadores em âmbito internacional, requer uma análise do ponto de vista da atuação do Estado no que diz respeito à criação e manutenção do trabalho formal e a inclusão de um maior números de pessoas aos sistemas existentes de proteção social e assistência, nos casos de acidentes, doenças ou idade de aposentadoria. A existência de Tratados Internacionais que versam tais direitos não é suficiente se não houver efetivamente trabalho formal amparado pelo Estado ou com remuneração adequada para que haja a contribuição aos sistemas privados.
Abstract
The Social Security, in the present time, where the world of the work total is transformed, the work relations are ephemeral, the exclusion of the formal market and the displacement of workers in international scope, require an analysis of the point of view of the performance of the State in that it says respect to the creation and maintenance of the formal work and the inclusion of bigger numbers of people the existing systems of social protection and assistance, in the cases of accidents, illnesses or age of retirement. The existence of International Agreement that turns such rights is not enough if it will not effectively have formal work supported by the State or with adequate remuneration so that it has the contribution to the private systems.
