Resumo
Esta tese de doutorado tem como objetivo compreender a particularidade da política pública de assistência social de Campinas (SP/Brasil) para crianças e adolescentes em situação de rua sob o prisma dos trabalhadores e pesquisadores da área e a relação com as inovações sociopolíticas e seus retrocessos, isso é, suas contradições em um contexto de democratização marcado pela luta de classes. Desse modo busco resgatar os fatos históricos, as marcas dessa política social e as políticas de governo de 1989 a 2012. Dediquei-me à militância e à pesquisa, ou seja, exponho as minhas impressões e analiso os depoimentos de trabalhadores da área - como gestores e executores da política (educadores sociais e técnicos) e documentos oficiais publicados pela Administração Municipal de Campinas, Diário Oficial, Resoluções do Conselho Municipal dos Direitos da Criança e do Adolescente (CMDCA) e documentos da Comissão Criando Redes de Esperança (CRES). O texto é composto por duas partes interdependentes, uma refere-se aos temas macroestruturais e conjunturais e outra à particularidade do fenômeno pesquisado. No que concerne aos aspectos gerais, retomo a gênese e o desenvolvimento do capitalismo em suas fases de acumulação primitiva de capitais (fase mercantil/comercial), concorrencial/industrial e imperialista/monopolista (capitalismo contemporâneo ou tardio). Nessa revisão bibliográfica, busco precisar a origem do pauperismo e da “questão social” na emergência do capitalismo industrial, vigente no século XVIII, a partir da legislação sanguinária contra os mendigos na Europa desse período, da assistência aos pobres, das protoformas das políticas sociais e das diferentes intervenções do Estado no liberalismo, no Welfare State e no neoliberalismo. Acerca dos aspectos específicos, o estudo recorre ao surgimento da política social em nível internacional desde a origem do capitalismo e, nacional, a partir de 1930, quando surge a formação superior e a profissionalização do Serviço Social e as legislações nas áreas de Assistência Social e da Infância e Adolescência no Brasil.
Abstract
The objective of this doctorate thesis is to comprehend the particularity of Welfare public policy to the Campinas‟ (SP/BRAZIL) segment of children and adolescents living on the streets, from the point of view of workers and researchers of that social area, and the relation with social and political inovations or backwardness, inherent contradictions in a context of democratization marked by the class struggle. This way I intend to redeem the historical facts, the marks of this social policie and the governmental politics from 1989 to 2012. Concerning to Welfare public policy to the Campinas' (SP) segment of children and adolescents living on the streets I worked as militant and researcher, ie, on my impressions and testimonies and on written texts of workers of that social area - as managers and implementers of policy (social educators and technicians) -, and, also, on official documents: Municipality of Campinas, Official Gazette, City Council on the Rights of the Child and Adolescent (CMDCA) Resolutions and documents of the “Creating Hope Networks” Commission (CRES). This thesis consists of two interdependent parts, first focuses macro and microstructure and second to the particularity of the research phenomenon. With regard to general aspects, I make an overview on the genesis and development of capitalism in its stages of primitive accumulation of capital (mercantile stage) / competitive commercial phase / industrial, imperialist phase / monopolistic (or late modern capitalism). In this literature review I intend to make clear the source of pauperism and the "social question" in the emergence of industrial capitalism prevailing in the eighteenth century, the bloody law against beggars in Europe of this period, assistance to the poor, the proto-forms of social policies and the different State interventions in liberalism, the welfare state and neoliberalism. About specific aspects, the study refers to the emergence of social policy at the international context since the origin of capitalism and, from 1930, national when Social Work highscool begins and professionalization and legislations on Social Welfare and on Children and Adolescents in Brazil.
