Resumo
Os acidentes estão presentes na vida dos trabalhadores e constituem-se subprodutos do trabalho. A Indústria da Construção é um dos setores produtivos com alto índice de acidentes de trabalho e de ocorrências fatais, vidas são perdidas com grandes e irreparáveis prejuízos sociais e econômicos, e buscase através de programas nacionais de ação preventiva, possibilitar uma abordagem diferente para as ações dos diferentes atores: trabalhador, empregador e governo. Constata-se que este setor é marcado pela vulnerabilidade da organização e da força de trabalho, precariedade em questões como desemprego, alta rotatividade, baixos salários, alimentação, educação, alta tributação gerando mais informalidade, subcontratações, terceirizações. Diante deste cenário, procuramos neste estudo levantar dados da realidade dos acidentes de trabalho e buscar ao mesmo tempo a melhoria das condições de prevenção e segurança do trabalho na Indústria da Construção através do forum articulador Comitê Permanente Regional - CPR de Piracicaba, criado com base na Norma Regulamentadora NR-18. O objetivo geral da pesquisa foi analisar a experiência e a história do CPR-Piracicaba como forum articulador/indutor de políticas preventivas de acidentes e doenças relacionadas ao trabalho no setor da construção civil. E como objetivo específico pretendeu-se contribuir para a difusão e troca de experiência do CPR enquanto Fórum institucional para implementação de melhorias nas condições do trabalho, buscando a conscientização de empregadores, trabalhadores, governo, associações profissionais e outras instituições visando assim a promoção da saúde do trabalhador da construção civil. Buscou-se analisar a experiência do CPR – Piracicaba enquanto estudo de caso, por meio de análise documental do desenvolvimento das ações que ocorreram no comitê (Atas, Relatórios, apostilas de cursos de capacitação a profissionais da área, artigos de jornais) de modo a resgatar sua história e sua experiência. Foram também realizadas entrevistas semi-estruturadas a partir de um roteiro por meio de entrevistas semi-estruturadas junto a alguns membros do comitê. Embora o CPR – Piracicaba seja recente, contribuiu positivamente na conscientização de profissionais da área. Muitos atores que compõem este comitê acreditam na perspectiva de articulações das entidades civil e do poder público. Das 33 ações estabelecidas no campo de Políticas Públicas, Cursos de Capacitação, Atuação junto às Empresas, Atuação junto às Escolas, e Campanhas de Mídia e Eventos, 25 foram implementadas e 5 parcialmente efetivadas, observando que as ações em sociedade devem ser na direção da meta comum, e coletivas na direção de uma meta única em comunidade buscando novos caminhos.
Abstract
Accidents are the work byproducts and are present in the workers' life. The Industry of Construction is one of the productive sections with high index of labor accidents and fatal occurrences, lives are lost with great and irreparable social and economical damages. National programs of preventive action have tried to make possible a different approach for the actions of different actors: worker, employer and government. It is verified that this section is marked by the vulnerability of the organization and by the workforce, precariousness in subjects as unemployment, high rotation, low wages, nourishment, education, high taxation generating more informality, under contractation, and out sourcing. Because of this, we sought in this study to verify the reality of work accidents and to look for the improvement of the prevention conditions and safety of the work in the Industry of Construction through the articulating forum: Permanent Regional Committee - CPR of Piracicaba, based on the Regulating Norm NR- 18. The general objective of this paper was to analyze the experience and the history of CPR-Piracicaba as articulating / inducting forum of preventive policies of accidents and diseases related to work in the section of construction. The specific objective intends to contribute for the diffusion and change of experience of CPR while institutional Forum for implementation of improvements in the conditions of the work, looking for the understanding of employers, workers, government, professional associations and other institutions in order to promote the health of the workers in the construction area. The intention was to analyze the experience of CPR - Piracicaba as study case, through the analysis of documents of the development of the actions occurring in the committee (Minutes, Reports, training courses booklets toprofessionals of the area, articles of newspapers) in order to rescue the history and the experience. It was also to accomplish semi-structured interviews starting from an itinerary through semi-structured interviews with some members of the committee. Although CPR - Piracicaba is recent, it was contributing positively to the understanding of the professionals. Many actors that compose this committee believe in the perspective of the entities civilian's articulations and of the public power. Of the 33 established actions in the field of Public Policies, Training Courses, Performance with the Companies, Performance with the Schools, and Campaigns of Media and Events, 25 were implemented and 5 partially executed, observing that the actions in society should be toward the common goal, and collective toward an only goal in community searching for new roads.
