Resumo
A presente pesquisa explora questões relacionadas à gestão entre governo e os Arranjos Produtivos Locais - APLs no que se refere à falta ou à falha de informações entre os dois agentes e que impedem a execução e articulação de políticas públicas efetivas e mais eficazes. Os APLs são agentes de expansão econômica e são entendidos como instrumentos de desenvolvimento local pelos governos (federal, estadual e municipal); exercem o associativismo e a cooperação mútua, estão inseridos em territorialidade que possuem vocação produtiva pré-existente. As políticas públicas que abrangem os APLs, geralmente são práticas de intervenções em direção ao incentivo, capacitação e profissionalização das firmas e dos atores envolvidos. É neste ambiente institucional que este trabalho busca contribuir, propondo um instrumento que permita o fluxo contínuo de informações entre governo e APL, que melhore a oferta por serviços públicos com a integração de dados e a troca de informações atualizadas, de modo a agilizar o processo de gestão. Com este propósito, primeiramente buscou-se examinar a ambiguidade do termo APL no Brasil, que provoca equívoco quando da concessão de incentivos para tais arranjos para depois elaborar um instrumento, cuja construção partiu da revisão de teorias existentes na literatura. O instrumento propõe um conjunto de informações providas pelas partes interessadas (governo, APL e Instituição de Ensino Superior - IES); sua verificação empírica foi resultado de pesquisa qualitativa de caráter descritivo e pelo método survey, utilizado como meio de verificar as informações. Para o levantamento necessário na construção do instrumento, aplicaram-se entrevistas e questionários junto ao governo, associações privadas, governanças dos APLs, assim como em parte dos Aglomerados Produtivos alocados no Estado de São Paulo. Como contribuição e resultado final da pesquisa chegou-se a um conjunto de informações que foi transformado em um portal web que poderá ser utilizado tanto por APLs, como governo e IES, nas possíveis interações e atualizações entre políticas públicas e os incentivos de desenvolvimento quotidiano das ações de constituição, consolidação e governança.
Abstract
This research explores issues related to management between Government and local productive arrangements-LPAs, as regards the lack or failure of information between the two agents that prevent the execution and articulation of effective public policies more effective and efficient. The LPAs are agents of economic expansion and are regarded as instruments of local development by Governments (federal, state and municipal); exercise associativism and mutual cooperation, are inserted into the territoriality that have pre-existing productive vocation. Public policies that cover the LPAs, usually are practical interventions towards the encouragement, training and professionalization of firms and of the actors involved. It is in this institutional environment that this study seeks to contribute, proposing an instrument which enables the continuous flow of information between Government and LPAs, which improve the offer for public services with databases integration and exchange of up-to-date information, in order to give more agility in the process of management. For this purpose, this study sought to examine the ambiguity of the term LPA in Brazil, that causes misconception when granting incentives for such arrangements and them to draft an instrument, whose construction started from the review of theories on existing literature. The instrument proposes a set of information provided by the interested parts (Government, LPA, and Higher Education Institutions); the empirical verification was performed with a qualitative research with descriptive character and by survey method, used as a means of verifying the information. For necessary survey in the construction of the instrument, interviews and questionnaire were applied with the government, private associations, governance of LPAs, as well as in part of the Productive Clusters allocated in the State of São Paulo. As a contribution and final results of the research there was a set of information that has been transformed into a web portal that can be used both by APLs, as Government and IES, the possible interactions and updates between public policies and daily used incentives development of Constitution, consolidation and governance.
