Resumo
Este estudo, que tem como objeto de pesquisa o ensino no Exército brasileiro, visa apreender a reforma educacional militar que deu início a partir da década de 1980 e se estende até a presente data. Este processo, denominado pela Instituição de Modernização do Ensino Militar, caracteriza-se pela reformulação em toda a estrutura escolar, tendo por objetivo adequar o militar "do futuro" às exigências dos novos tempos. As Forças Armadas têm na educação uma área de competência exclusiva, isto é, são autônomos para elaborar, implementar e avaliar suas políticas educacionais, ainda que em estrita obediência às leis federais e nos limites por elas estabelecidos. Os aspectos envolvidos neste trabalho são as relações entre Estado, Forças Armadas, Ensino Militar, Educação e Reforma. O referencial bibliográfico e empírico em que se apoia e com que trabalha este estudo centra-se em documentos educacionais gerados no interior do sistema de ensino militar e em bibliografia especializada de autores militares e civis. Os capítulos iniciais, têm a função de, a partir de revisão histórica, analisando a formação e constituição do Estado Moderno e das Forças Armadas, estabelecer elementos essenciais para a compreensão do objeto do estudo. Os últimos capítulos visam a análise de importantes aspectos da proposta da reforma, a partir de decisões da política educacional militar, das estratégias, das transformações ocorrentes na conjuntura internacional e doméstica, que repercutiram na forma e na maneira de compatibilizar a educação militar e as atividades administrativas que lhe são pertinentes a esses novos padrões. Abstract
This study, which has the aim of searching the teaching in Brazilian Army, has the ultimate purpose of apprehend the military educational reform that started in the 80's and proceeds to nowadays. This reform is named by the Brazilian Army Modernization of Military Teaching, and characterizes itself by the renovating of all the school structure, aiming to fit the Brazilian military man of the future to the most advanced professional requirements. In Brazilian Army military education has a place of exclusive competence and by reason of that has also the autonomy to elaborate, implement and evaluate its educational policies, even though under obedience to the rules imposed by the laws. The points of view of this study are the relationship that involves State, Armed Forces, Military Teaching, Education and Reform. The references both bibliographic and empirical that support this study are set up in documents generated into the Brazilian Military system and also in specialized bibliography of military and civilian authors. This first chapters establish essential elements to understand the object of this searching, as the same time that they make a historical review and analyses the building up of Modern State and Armed Forces. The latter aim to analyze the important aspects of the proposal of the reform, starting from the remarks of military policy education, strategies and new point of views of the national and international conjuncture which reflected in the form and manner of suiting military education and administrative procedures to those new patterns.
