Resumo
Esta tese resulta da pesquisa desenvolvida no período de 2012 a 2016, no curso de Doutorado em Administração, com inserção no Programa de Pós-Graduação em Administração (PPGA) da Universidade Metodista de Piracicaba, Piracicaba-SP. Aborda a discussão que tematiza a governança pública e os serviços de saúde ofertados aos Agentes de Segurança Pública em Mato Grosso. Objetiva analisar o serviço de saúde ofertado aos Agentes de Segurança Pública (ASP) dos quatro órgãos desconcentrados da esfera estadual: Polícia Militar do estado de Mato Grosso (PMMT), Corpo de Bombeiros (CBMMT), Polícia Judiciária Civil (PJC) e Perícia Oficial e Identificação Técnica (POLITEC), de modo a verificar sua estrutura de governança, visando compreender a efetividade do atendimento ofertado. A justificativa está na possibilidade de indicar soluções dentro do cenário encontrado, propondo a aplicabilidade da governança pública voltada à Saúde. Idealizou-se este estudo pautando-se pela seguinte indagação: Como analisar a governança do serviço de saúde para os Agentes de Segurança Pública do estado de Mato Grosso, de modo a torná-lo efetivo quanto ao atendimento ofertado a estes agentes? Os referenciais teórico-metodológicos que fundamentam as análises balizam-se pelos conceitos de governança pública, saúde pública e segurança pública. Trata-se de pesquisa de abordagem qualitativa e quantitativa, com análise interpretativa. Para a coleta de dados, lançou-se mão das técnicas de pesquisa documental junto à Secretaria de Estado e Gestão de Mato Grosso (SEGES) e à Perícia Médica Oficial do Estado de Mato Grosso. Também recorreu-se à entrevista aberta cujo sujeito respondente é gestor, atuando há 15 anos no serviço público estadual. Os resultados apurados apontam que a atual estrutura de saúde, ofertada aos Agentes da Segurança Pública do estado de Mato Grosso - SESPMT indica que apenas a Polícia Militar do Estado conta atualmente com serviços de saúde médico e odontológico para os membros de sua Corporação em nível de ambulatório médico. Ainda que a SESPMT tenha publicado normativas nas quais esses serviços se estendem as outras Instituições, apenas o Corpo de Bombeiros Militar conta com alguns serviços ofertados pela Polícia Militar.
Abstract
This thesis results of the research conducted in 2012 to 2016 in the Doctorate degree program in Business Administration, inserted in the Graduate Program in Management (PPGA) of the Methodist University of Piracicaba, Piracicaba-SP. It approaches the discussion in public governance and health services offered to Public Security Agents personnel in Mato Grosso. It aims to analyze the health services offered to Public Security Agents (PSA) from the four decentralized state level agencies: Military Police of Mato Grosso State (PMMT), Fire Department (CBMMT), Civil Judiciary Police (PJC) and Experts Agency and Technical identification (POLITEC) in order to verify the health service governance and structure and the effectiveness of the service provided. The explanation lies on the possibility of indicating solutions within the scenario found, suggesting the applicability of public governance focused on Health. This study was idealized and based the following question: How to think the governance of the health service provided to the Public Security Agent of Mato Grosso State in order to make it effective as service offered to these group? The theoretical and methodological framework underlying this analysis marks out by the concepts of public governance, public health and public security. It is anapproach qualitative and quantitative research, with an interpretative analysis. For the data collection, it was employed the documentary research techniques with the State Secretary of Management of Mato Grosso (SEGES) and the State Medical Experts of Mato Grosso. It was also interviewed a manager who has worked more than fifteen years to the State public services agency. The results obtained showed that the current healthcare facilities, offered to Public Security agents of Mato Grosso - SESPMT indicates that only the State Military Police currently has medical and dental health services for members of your institution in a level medical clinic. Although the SESP-MT has published regulations in which these services extend to other institutions, only the Fire Department has some services offered by the State Military Police with the same health structure.
