Resumo
Este trabalho busca investigar as causas do problema ambiental ocorrente na Bacia Hidrográfica do Alto Paranapanema, importante região de produção agrícola do Estado de São Paulo, a erosão do solo, tendo como intuito também apontar quais seriam os melhores caminhos a percorrer com o fim de reduzir e mesmo equacionar o referido problema, sempre à luz do que dispõe a Lei Paulista nº 6.171/88 e suas modificações, a qual trata da Conservação dos Solos Agrícolas, mas que cuida de aspectos do solo urbano, com o propósito de cotejar a realidade conservacionista lá observada com o que dispõe o supracitado diploma legal, apontando-se as necessárias adequações. Para tanto o autor valeu-se de pesquisas de campo, de informações da Secretaria do Comitê da Bacia do Alto Paranapanema - CBH-ALPA, situada em Piraju-SP, apurando que, de fato, a erosão do solo era de longe o principal problema ambiental a afligir aquela área, afetando diretamente as regiões agrícolas produtoras de culturas como milho e feijão e acarretando outros problemas como a sedimentação do solo e o assoreamento dos cursos d’água. Para se alcançar os objetivos acima expostos,aborda-se aqui, de início, os aspectos importantíssimos da informação e participação populares, âmagos do Estado Democrático de Direito, pois que são fundamentos para a resolução das questões que afligem o meio social. Estuda-se a temática das Bacias Hidrográficas e especificamente a região do Rio Paranapanema e do CBH-ALPA, com as suas peculiaridades. Analisa-se o fenômeno erosivo de forma geral e depois aplicado especificamente à área ora em comento. Cotejando-se os dados e o que dispõe a Lei Paulista nº. 6.171/88, que também foi examinada no transcurso deste trabalho, concluiu-se que as práticas de manejo e conservação do solo adotadas na área do CBH-ALPA, de uma forma geral, não estão ainda em consonância com o que dispõe o citado diploma legal, contribuindo para a ocorrência do fenômeno erosivo nas áreas rurais e suburbanas, sendo apontados os caminhos para que tal equilíbrio se verifique, com ênfase na necessária educação ambiental, com vistas a que os cidadãos diretamente envolvidos e a sociedade em geral se conscientize da importância da questão aqui suscitada, cuja resolução ou mitigação, trará benefícios socioeconômicos inegáveis para toda a coletividade.
Abstract
This work aims to investigate the causes of the environmental problem that occurs in the Alto Paranapanema Hydrographic Basin, an important agricultural production region of São Paulo state, the soil erosion, having also as purpose to identify the best ways to go in order to reduce and even to balance the referred problem, always according to the provisions of São Paulo state Law Nº.6.171/88 and its modifications, that deals with the Conservation of Agricultural Soils, it takes care of urban soil aspects, to check the conservationist reality there observed according to the provisions of the above mentioned legal certificate, pointing out the necessary adjustments. For this purpose, the author used field research and informations from the Secretary of the Alto Paranapanema Basin Committee - CBH-ALPA, located in Piraju-SP, finding out that, in fact, soil erosion was by far the main environmental problem impact afflicting that area, directly affecting the agricultural regions, producing crops like: corn and beans and causing other problems such as soil sedimentation and the silting of watercourses. To achieve the above objectives, the most important aspects are: the information, the commitment of the population; information and participation, which are the basis of Democratic State of Right, are addressed here, since they are the basis for solving the problems that afflict the social environment. It is studied the theme of the Hydrographic Basins and specifically the region of the Paranapanema River and the CBH-ALPA, with its peculiarities. The erosive phenomenon is analyzed generally and then applied specifically to the area now under discussion. Checking the data and the provisions of the São Paulo state Law nº. 6.171/88, which was also examined in the course of this work, it was concluded that the management practices and soil conservation practices adopted in the CBH-ALPA area, in general, are not yet in line with the provisions of the above mentioned law. Contributing to the occurrence of the erosive phenomenon in rural and suburban areas, pointing out the ways to balance it, emphasizing the necessary environmental education, so the citizens directly involved and society as a whole are awakening to the importance of the issue raised here, which resolution or mitigation will bring undeniable socioeconomic benefits to the whole community.
