A FORMAÇÃO DE OFICIAIS DAS POLÍCIAS MILITARES: TRAJETÓRIA, CONFLUÊNCIAS E CONFLITOS NUMA PERSPECTIVA DA EDUCAÇÃO (2003 A 2014)

Resumo
O presente estudo pretende descrever, organizar e sistematizar o estado da arte sobre a formação de oficiais policiais militares no Brasil, analisando a consolidação do tema enquanto campo de pesquisa na Educação, assim também, sua importância para a profissionalidade policial militar, a partir da análise das produções de dissertações e teses nos programas de pós-graduação em educação das regiões centro-oeste e sudeste entre os anos de 2003 e 2014. Como principal objetivo buscou descrever e analisar o caminho trilhado pela formação de oficiais PM para consolidação da profissionalidade policial militar, percebendo os campos de conflitos e confluências entre eles. Parto do pressuposto de que as mudanças ocorridas na formação de oficiais, tendo como marco para a pesquisa a Matriz Curricular Nacional de 2003, não estão descoladas dos eventos anteriores envolvendo a violência policial e também dos movimentos grevistas protagonizados pelos policiais militares. A pergunta que norteia o trabalho é: Qual a visibilidade do campo temático sobre formação de oficiais PM na área de Educação? Ademais, o que as produções acadêmicas revelam sobre a formação de oficiais PM no Brasil? Em meio a estes questionamentos, procuro identificar as tendências nas pesquisas e suas lacunas, assim como evidenciar de que forma o campo do conhecimento está se consolidando na Educação. Busco apoio em pesquisadores como Romanowski e Ens (2006), Ferreira (2002), Luna (2002), Soares (1989, 2000), dentre outros do campo do “Estado da Arte” no Brasil. Desta forma, concluiu-se que as pesquisas em formação de oficiais dentro da grande área de Educação estão incipientes deixando diversas lacunas para investigações futuras. Além disso, chama a atenção que o interesse nesse campo temático venha somente dos próprios policiais militares sem contribuições de fora das PM. O estudo também mostrou que a Matriz Curricular Nacional foi motivadora das pesquisas sobre a temática e também um gatilho para as transformações na educação PM.
Abstract
The present study aims to describe, organize and systematize the state of the art on the training of military police officers in Brazil, analyzing the consolidation of the theme as a field of researchin Education, as well as its importance for military police professionalism, from the analysis of dissertation and thesis productions inpost-graduate programs in education in the central-west and south east regions between 2003 and 2014. The main objective was to describe and analyze the path taken by the formation of PM officers to consolidate military police professionalism, Perceiving the fields of conflicts and confluences between them. I start from the assumption that the changes that took place in the training ofofficers, based on the 2003 National Curriculum Matrix, are not taken from the previous events involving police violence and also from the striking movements carrie dout by the military police. The question that guides the work is: what is the visibility of the thematic field on the formation of PM officers in the area of Education? Also, what do academic productions reveal about the formation of PM officers in Brazil? It seeks to identify trends in research and its gaps, as well as showing how the field of knowledge is consolidating in Education. I seek to supporter searchers such as Romanowski and Ens (2006), Ferreira (2002), Luna (2002), Soares (1989, 2000), among others from the State of Art in Brazil. In this way, it was concluded that the research in training of officers within the large area of Education is incipient leaving several gaps for future investigations. In addition, it is striking that the interest in this thematic field comes only from the military police themselves without contributions from outside the PM. The study also showed that the National Curriculum Matrix was the motivator of research on the subject and also a trigger for transformations in PM education.
