lamentáveis fatos não é tarefa fácil, assim como identificar os culpados ou os fatores que levaram à isso. De alguma maneira, tem sido atribuída a equipe de arbitragem o papel de contenção da violência dentro e fora do campo, ou seja, dentro das quatro linhas e também nos seus arredores, como nas arquibancadas e nas ruas que circundam o estádio. Diante disso, esta pesquisa teve como objetivo analisar o modo como os próprios árbitros compreendem este papel que lhes é atribuído, destacando a sua responsabilidade enquanto administrador das regras do jogo e principalmente sua participação em coibir a violência. Partindo de um referencial socioantropológico e baseando-se na teoria do processo civilizatório de Norbert Elias, analisou-se o modo como os árbitros profissionais compreendem as
manifestações de violência no âmbito do futebol brasileiro, entre jogadores, comissão técnica e torcedores. Embora o futebol seja a modalidade esportiva mais praticada e valorizada no cenário brasileiro e, ainda que existam diversos estudos sobre o tema, há pouca produção científica em torno do papel da arbitragem. A pesquisa foi realizada em duas etapas: primeiramente a pesquisa bibliográfica e em seguida a pesquisa de campo, sendo que nesta
etapa foram realizadas entrevistas com cinco árbitros de futebol profissional do Estado de São Paulo, e pertencente ao quadro nacional (CBF), e com no mínimo dez anos de experiência. As entrevistas individuais foram realizadas de forma semiestruturadas, ou seja, apoiadas num roteiro com perguntas abertas e fechadas, propiciando maior flexibilidade para o entrevistado. Portanto, tratase de uma análise qualitativa, em que a sua importância esta na interpretação das informações e não em generalizar os dados obtidos. Concluiu-se, a partir dos depoimentos coletados, que a violência no futebol está relacionada à violência presente na sociedade brasileira. Assim como os árbitros entrevistados entendem a sua responsabilidade social direta e indiretamente, tanto dentro como fora dos estádios. Os entrevistados admitem ser responsáveis diretamente no que se refere às atitudes dentro do campo, em
que suas responsabilidades estão em agir preventivamente e utilizando-se dos seus recursos disponíveis, como a utilização de cartões amarelo e vermelho. Sobre a violência fora das quatro linhas, os entrevistados admitem ter responsabilidades indiretamente, sendo que alguns fatores relacionados à
arbitragem dentro de campo podem ter influenciado no comportamento violento de torcedores, mas evidencia que a punição deve ser para quem cometeu a violência, e não em transferir responsabilidades. Para os entrevistados, a mídia também é responsável por atos de violência, uma vez que se trata de um meio de formação de opiniões, esta se beneficia e acaba por distorcer informações, por reporta-las de formas equivocadas, com pessoas despreparadas, além de
inflamar situações desnecessárias. Ideal seria se a mídia e a arbitragem pudessem caminhar para um só destino, com finalidades em comum. Haja vista que a relação de interdependência entre estas é grande, e o futebol ainda é a “paixão nacional”.
Abstract
Violence scenes are increasingly in soccer games and ultimately lead to depreciate these sportive events. Blaming the authors for these sad events is not an easy thing to do, nor even to identify the culprits and the factors that lead to this. Somehow, the role to contain the violence in and off the field has been attributed to arbitration, in order words, on the pitch and around, for example in
the stands and around the stadium too. In addition, the goal of the research is to analyze the way the arbiters see the role that it is assigned to, highlighting their responsibility while they manage the rules of the game and mainly their participation curb the violence. Starting from a social-anthropological reference and taking into account the theory of Norbert Elias’s civilization process, was
analyzed the way professional arbiters understand the manifestations of violence in the scope of Brazilian soccer, among players, technical committee and fans. Although soccer is the most practiced and valued sport discipline in the Brazilian scenario and, although there are a lot of studies about the theme, there is little scientific production about the role of arbitration. The research was conducted in two phases: first the bibliographic research and then the field research, in this second one was conducted interviews with five professional arbiters that belong to the National framework (CBF) in São Paulo, with at least five years of experience. The one-on-one interviews were semi-structure, in
other words, using closed- and open-ended questions to provide more flexibility to the interviewed. Consequently, it is a qualitative analysis, the importance is in the interpretation of the information and do not generalize the data collected. In conclusion, the violence in soccer is related in violence in Brazilian society.
Respondents admit to being directly responsible for attitudes within the field, where their responsibilities are to act preventively and using their available resources, such as the use of yellow and red cards. Regarding violence outside the four lines, respondents admit to having indirect responsibilities, and some factors related to in-field refereeing may have influenced the violent behavior of
fans, but evidence that punishment should be for those who committed violence rather than violence. transfer responsibilities. For the interviewers, media is responsible about violence acts, since it is an opinion forming that benefit and distorts information, reporting it wrongly, with unprepared people, as well as ignite unnecessary situations. The ideal would be if media and arbitration travel together, with same purposes. Due to the interdependence relation
among them is big, and soccer is a national passion.
