POLÍTICAS PÚBLICAS DE LAZER EM CIDADES DE PEQUENO PORTE DE REGIÕES METROPOLITANAS

Resumo
A pesquisa de informações básicas municipais, realizada pelo IBGE (2001) aponta que em quase metade da região metropolitana de Campinas (RMC) não há espaços culturais e de lazer construídos, e embora o perfil apresentado para a RMC esteja acima da média brasileira, em oferta de serviços de lazer/cultura, esses dados refletem o perfil tradicional das regiões metropolitanas, que são caracterizadas por centro e periferia, onde a oferta de serviços de qualidade está no centro. O objetivo deste estudo é diagnosticar a realidade dos equipamentos de lazer nas cidades de pequeno porte de Monte Mor e Nova Odessa da Região Metropolitana de Campinas, escolhidas por critérios de representatividade e acessibilidade, visando fornecer subsídios para a formulação de políticas públicas de lazer, especificamente nos eixos de espaços e equipamentos e de formação e desenvolvimento de pessoal. Usa a combinação de pesquisas bibliográfica, documental e de campo. A legislação das duas cidades garante instrumentos legais para a formação de consórcios entre os municípios de uma região. No entanto, ainda é muito tímida a articulação dos dois municípios com os demais integrantes da RMC. A análise de documentos dos municípios estudados nos mostrou que a cidade de Nova Odessa possui uma estrutura mais organizada em relação aos equipamentos de lazer e à animação sociocultural. A cidade de Monte Mor, por sua vez, destaca-se no campo dos interesses artísticos e intelectuais, mas as iniciativas no esporte se mostram ainda desestruturadas. Mas as duas cidades, quando comparadas com a cidade sede da RMC, têm quantidades e variedades de equipamentos em um número muito baixo. Percebemos, então, a ausência de uma política de formação e desenvolvimento de quadros para atuação na área, que possibilite a formação de uma estrutura de animação, englobando os vários conteúdos culturais do lazer. Com a pesquisa de campo, constatamos que a maioria dos entrevistados, nas duas cidades, apontou melhorias que poderiam ser feitas nos equipamentos. Também sugeriram a construção de novos espaços, para atender o interesse em outras opções de lazer esportivo. Observamos também que, nos locais em que há a presença de um profissional, o público se mostrou satisfeito ou sugeriu melhorias nas orientações recebidas durante as atividades. Muitos dos entrevistados apontaram para a necessidade da existência de um profissional, principalmente de um professor de Educação Física, naqueles equipamentos que não dispunham de uma estrutura de animação.
Abstract
The basic information research, designed by IBGE (2001), states that there aren't any leisure spaces in almost half of Campinas' Metropolitan Region (CMR). Although the CMR profile presented is above the Brazilian average in culture/leisure services, these data reflect the traditional profile of the metropolitan regions, which are characterized by center, where the quality services are located, and suburb. The objective of this study is to diagnose the reality of the leisure equipments in the small sized cities of Monte Mor and Nova Odessa in the Campinas Metropolitan Region, chosen by accessibility and representativeness criteria, by trying to offer assistance for the formulation of leisure public policies, specifically in the branches of spaces and equipments and of personnel training and development. It uses the combination of bibliographical, documental, and field researches. The legislation of both cities guarantees legal instruments for the formation of combines among the cities of a region; however, there is still little articulation of both cities with the others cities of the CMR. The analysis of the documents of the chosen cities has showed us that Nova Odessa has a more organized structure related to leisure equipments and sociocultural animation; on the other hand, Monte Mor highlights in the intellectual and artistic interests field, but the initiatives in sports still have a lack of structure. Moreover, both cities when compared to the central city of the CMR, have quantities and varieties of equipments in a very small number. Consequently, we noticed the absence of a personnel training and a development policy, which permits the formation of an animation structure, including the several leisure cultural contents. With the field research, we have noticed that most of the interviewed people, in both cities, have pointed out improvements that could be made in the equipments. These people have also suggested the construction of new spaces to respond to the interests in other options of sporting leisure. We have also observed that, in the places where there is the presence of a professional, the public demonstrated to be satisfied and some have suggested improvements in the orientation received during the activities. Many of the interviewed people have also pointed out the need of the existence of a professional, mainly the presence of a Physical Education teacher, at those equipments where there was not an animation structure.
