Resumo
Este estudo tem como objetivo a análise das mudanças impostas pelo Estado do Paraná no gerenciamento dos recursos financeiros das instituições de ensino superior, no período de 1995 a 2005, e examinar se o novo modelo contribui para a efetividade da autonomia ou da heteronomia administrativa, financeira e patrimonial. Para tanto, analisaram-se aspectos do Estado moderno, da política, do desenvolvimento e da inserção da universidade neste contexto, bem como as orientações das políticas dos organismos multilaterais, e a relação destas com a proposta da reforma presente no Plano Diretor da Reforma do Aparelho do Estado. Neste contexto, as alterações dão-se no campo das políticas públicas, especialmente das políticas sociais, ao mesmo tempo em que estão em curso propostas e projetos que se configuram pela minimização do papel do Estado, que traz a marca da privatização dos serviços públicos. Considerando esse quadro, levantamos a hipótese de que as reformas encaminhadas conduzem à passagem de uma relativa autonomia administrativa e de gestão financeira das instituições públicas de ensino superior do Paraná para uma universidade a cada dia mais “autônoma financeiramente” ou mais heterônoma. Entre os procedimentos metodológicos utilizados destaca-se a revisão da literatura, a constituição de um referencial teórico e, com base neste, a análise dos dados coletados junto a órgãos oficiais federais e estaduais para responder às principais questões postas em discussão/demonstração. Ao final, conclui-se que os discursos e práticas neoliberais que foram introduzidos no “subsistema” de ensino público superior do Paraná fazem parte de uma ampla e profunda reforma econômica e política em nível supra-nacional e nacional, que, no caso desse estado, coloca suas IES definitiva e celeremente no caminho da gradativa diminuição de sua autonomia, ao mesmo tempo em que as transforma em IES heterônomas e sem os traços da identidade universitária, ainda que precária, que marcou sua existência até anos recentes.
Abstract
This study has as objective analyzes the state universities of Paraná in the period from 1995 to 2005. For so much she looked for to analyze the modern State, the politics, the development and the insert of the university in this context, as well as the orientations of the politics of the multilateral organisms, and the relationship of these with the proposal of the present reform in the Master plan of the Reform of the Apparel of the State. In the last ten years it has been happening in Brazil and in the State of Paraná progressive desresponsible attempts the State of the financing of his/her "system" of public higher education. The reform of the State presents proposed of turning the most agile and less bureaucratic State. In this context the alterations are in the field of the public politics, especially of the social politics, at the same time in that it is in course proposed and projects that are configured by the minimization of the paper of the State, that he/she brings the mark of the privatization of the public services, the growth of the third section. Considering that picture, we lifted the hypothesis that the directed reforms lead to the passage of a relative administrative autonomy and of financial administration of the public institutions of higher education of Paraná for an university every more autonomous day financially or more heteronomy. Our purpose is to identify the motivations that took the State of Paraná to alter the administration of the financial resources of the higher education institutions and to verify the new model contributes for the effectiveness of the autonomy or of the administrative and financial heteronomy. We will seek, through this study, to deepen the understanding of the transformation process lived by the institutions public paranaenses in the field of the administrative autonomy, of financial and patrimonial administration.
