Resumo
Esta pesquisa teve o objetivo investigar a participação dos partidos políticos, com assento na Assembléia Legislativa de São Paulo, na formulação de políticas públicas para a área de educação no ensino fundamental e médio no Estado de São Paulo, entre 1995 e 1998, ou seja, na 13ª legislatura, por meio das proposições apresentadas pelos seus deputados durante o período estudado.Trata-se de um estudo documental e bibliográfico com uma abordagem predominantemente política e histórica. Apresentamos inicialmente, as considerações sobre o referencial teórico e sobre a história da evolução dos partidos políticos no Brasil juntamente com a formação do Estado brasileiro. No segundo capítulo delimitamos nossa análise, focalizando os partidos políticos e deputados estaduais da Assembléia Legislativa de São Paulo, aproximando educação e partidos políticos. A partir de 1995, o ensino público fundamental e médio do Estado de São Paulo passou por um processo de reformas que envolveram mudanças de cunho pedagógico, administrativo e de estrutura física. Esta reforma foi realizada pelo Poder Executivo - Secretaria de Estado da Educação (SEE), por meio de decretos, resoluções e pareceres, ou seja, utilizando-se de legislação secundária. Verificamos que os partidos políticos representados na Assembléia Legislativa de SP tiveram neste processo de reformas uma participação secundária, uma vez que apenas referendaram o projeto originário do executivo. As proposições apresentadas pelos parlamentares paulistas em sua grande maioria trataram de temas genéricos da educação, revelando um desconhecimento do funcionamento e dos problemas do ensino no Estado de São Paulo.
Abstract
This research aimed to investigate the political parties participacion, in the House of Representatives in São Paulo, in the formulation of local politics in the educational area concerning primary and secondary school in São Paulo State between 1995 and 1998, that is to say, in the 13th legislature, through the proposals made by deputies during the period mentioned above. It was firstly shown the considerations regarding the theory and the history of Brazilian political parties evolution along with the Brazilian State formation. In the second chapter we narrowed down our analysis by focusing on the political parties and State deputies in the House of Parliament in São Paulo, bringing education and political parties together. From 1995 on, the primary and secondary state education in São Paulo State has changed, resulting in pedagogical, administrative and physical structure changes. These changes were made by the Executive – Education State Secretary (SEE), through laws, resolutions and reports, making use of secondary legislation. It was noticed that the political parties represented in the House of Parliament in São Paulo had very little participation in the changing process, as they only endorsed the Executive original project. The proposal which were presented by the Deputies in São Paulo, in its majority, discussed only general education topics, showing an evident lack of knowledge of how the educational system in São Paulo State works and its problems.
