Resumo
A presente pesquisa procurou caracterizar a forma de governança do Arranjo Produtivo Local do Álcool de Piracicaba (APLA). Explorou de forma mais detalhada, os aspectos relativos à coordenação da cadeia produtiva do álcool. A pesquisa também procurou identificar as formas de ganhos coletivos existente neste tipo de arranjo. Para isso, procedeu-se uma revisão primária de literatura, abordando: os aspectos históricos regionais da cidade de Piracicaba (fundação da cidade, suas potencialidades agrícolas, sua infra-estrutura e recursos educacionais); a caracterização do setor sucroalcooleiro da região de Piracicaba (o nascimento da cultura de cana-de-açúcar na região, as primeiras usinas de açúcar e álcool da região, as empresas correlatas que apóiam os produtores) e os conceitos centrais sobre arranjos produtivos locais (APL’s) e origem dessa nova forma organizacional, contemplando também os aspectos relacionados às redes de empresas; diferentes formas de governança; ganhos coletivos. As informações colhidas foram apuradas através de entrevistas às empresas e instituições que compõem o APLA e através de um questionário estruturado de maneira tal, que possibilitou o alcance das questões levantadas nesta pesquisa. A metodologia utilizada foi de caráter qualitativo, exploratório e foi realizada através de estudos multicasos com empresas e instituições integrantes da cadeia produtiva do APL do álcool da região de Piracicaba, sendo entrevistadas 13 empresas e representantes da Secretaria de Indústria e Comércio de Piracicaba. O questionário de pesquisa foi aplicado por meio de entrevistas presenciais, que consistiu em um pré-agendamento com a pessoa responsável pelo assunto em sua empresa (geralmente os diretores ou seus representantes). Os resultados obtidos na pesquisa indicaram que o objetivo central desse estudo foi atingido, "identificar a forma de governança existente no APLA de Piracicaba".
Abstract
This study sought to characterize the form of governance arrangement of Productive Place of Alcohol de Piracicaba (APLA). Explorou in more detail, aspects related to coordination of the productive chain of alcohol. The survey also sought to identify the forms of collective gains in this type of arrangement. For this, there was a primary review of literature, covering: the historical aspects of the regional city of Piracicaba (foundation of the city, its agricultural potential, its infrastructure and educational resources), the characterization of the sector sucroalcooleiro the region of Piracicaba ( the birth of the culture of sugar cane in the region, the first of sugar and alcohol plants in the region, related businesses that support the producers) and the concepts central arrangements on local production (APL's) and origin of this new organizational form, including also the aspects related to networks of companies and different forms of governance; collective gains. The information collected through interviews were cleared to companies and institutions that make up the APLA and through a questionnaire structured in such a manner that allowed the scope of the issues raised in this survey. The methodology used was qualitative in nature, exploratory and was held through studies multicasos with companies and institutions members of the productive chain of APL of alcohol in the region of Piracicaba, and interviewed 13 companies and representatives of the Secretariat of Industry and Trade of Piracicaba. The questionnaire was used to search through interviews presence, which consisted of a pre-scheduling with the person responsible for the matter to your company (usually the directors or their representatives). The results obtained in the search indicated that the central purpose of this study was achieved, "identifying the form of governance in the APLA of Piracicaba."
