Resumo
A partir da Lei Federal n. 11.274/2006 o ensino fundamental brasileiro passa a ter nove anos de duração, com a inclusão das crianças de seis anos de idade. Esta medida tem implicações administrativas e pedagógicas que não podem ser desconsideradas pelos sistemas de ensino. Dessa forma, a presente pesquisa busca responder à seguinte questão: como o Conselho Nacional de Educação se manifesta diante das necessidades administrativas e pedagógicas que a ampliação da duração do ensino fundamental gerou? O objetivo do trabalho é analisar os documentos legais referentes à ampliação do ensino fundamental de oito para nove anos ocorrido no Brasil. Trata-se de uma pesquisa que, a partir da análise bibliográfica, empregou como procedimento metodológico a análise documental. A análise bibliográfica foi realizada por meio do levantamento, seleção e estudo da bibliografia concernente à ampliação do ensino fundamental brasileiro; a análise documental, concentrou-se no levantamento e análise das legislações federais e dos atos normativos do Conselho Nacional de Educação - CNE, referentes à temática. O trabalho está organizado em duas partes. Na primeira parte é apresentado um retrospecto histórico sobre a escolaridade obrigatória no Brasil. A segunda parte apresenta as leis federais e as manifestações do Conselho Nacional de Educação sobre o ensino fundamental de nove anos além de uma análise desses documentos, levando em consideração aspectos relativos ao assunto pesquisado. Na análise dos documentos do Conselho Nacional de Educação foram consideradas as iniciativas para a manifestação do CNE, os relatores, os assuntos tratados e os "silêncios" - assuntos que não foram abordados.
Abstract
From Federal Law N. 11.274/2006 the Brazilian elementary school starts to have a duration of nine years, with the inclusion of six-year-old children. This measure has administrative and pedagogical implications that cannot be ignored by the education systems. Thus, this research searches for an answer to the following question: how the National Council of Education manifests itself in the face of the administrative and pedagogical necessities that the extension of the elementary school duration have generated? The objective of the work is to analyze the legal documents referring to the elementary school extension from eight to nine years. This is a research that, from the bibliographical analysis, used as methodological procedure, the documentary analysis. The bibliographical analysis was carried through by means of survey, selection and study of the bibliography concerning to the extension of Brazilian elementary school; the documentary analysis has been concentrated in the survey and analysis of the federal legislations and in the normative acts of the National Council of Education - NCE, referring to the thematic. The work is organized in two parts. The first one gives an historical retrospect on the compulsory education in Brazil. The second one presents the federal laws and the manifestations of the National Council of Education on the elementary school of nine years beyond an analysis of these documents, taking into consideration relative aspects to the searched subject. In the National Council of Education documents analysis, were taken into consideration, the initiatives for the manifestation of the NCE, the reporters, the subjects treated and the "silences" - subjects that have not been mentioned so far.
