Resumo
A redemocratização do país, a partir dos anos de 1980, trouxe conseqüências também para a área educacional. A democratização da educação pública e a constante busca pela qualidade do ensino abriram espaço para importantes questionamentos na área das políticas públicas. A Constituição Federal de 1988 reconhece o município como ente da Federação, autônomo e com a competência de “manter, com a cooperação técnica e financeira da União e do Estado, programas de educação pré-escolar e de ensino fundamental”, conforme inciso IV do Artigo 30. Com isso, a municipalização do ensino foi induzida, principalmente com a Emenda Constitucional 14/96, que criou o Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério. A LDBEN, Lei n° 9.394/96, elaborada a partir dos documentos anteriores, reforçou a possibilidade da criação de sistemas municipais de educação e assinalou em direção à gestão democrática. A instituição destes sistemas implica na criação dos Conselhos Municipais de Educação como uma das instancias de se efetivar a gestão democrática da educação pública. A realização desta pesquisa teve como propósito investigar e aprofundar o estudo sobre Conselhos Municipais de Educação por intermédio da atuação do Conselho Municipal de Educação de Limeira, SP, entre os anos de 1997 e 2001, período correspondente às duas primeiras gestões deste colegiado. Para tanto, será considerado o contexto histórico-social, e seus procedimentos metodológicos se basearão na análise documental - legislação federal, estadual e municipal bem como análise das atas e manifestações do Conselho.
Abstract
The redemocratization of the country from the year 1980 had a big impact to the educational system. The democratization of public education and the constant search for quality education opened up room for important questions in the area of public policy. The Federal Constitution of 1988 recognized the county as a part of the Federation, with autonomy and competence "to maintain, with the technical cooperation and financial of the Union, programs for pre school and high school", as item IV of Article 30. With that, the education system was brought forward principally with the Constitutional Amendment 14/96, what it created was the National Fund for Development of Basic Education. The Law of Guidelines and Bases of Education, law 9.394/96, prepared from previous documents made possible the creation of county education systems and it marked the beginning towards democratic management. The very well being of these systems needs the creation of those Municipal Advisory"s on Education like one of re-forms to bring into effect the public democratic education. The realization of this work has the purpose to investigate and deepen the study about Municipal Councils of Education, through the action of Municipal Council of Education of Limeira, São Paulo, between the years 1997 and 2001, corresponding period of the first two collegiate management. To be considered, both the historical and social context and methodological procedures were based on documentary analysis - federal legislation, state and municipal analysis of events and minutes of councill.
