Resumo
No processo de gestão das empresas, a Controladoria exerce relevante papel na busca da eficácia organizacional. De uma função eminentemente contábil, a partir da adoção de atitudes proativas, evoluiu para subsidiar os gestores com informações tempestivas de apoio à tomada de decisões. Nos últimos anos, a evolução dos processos transacionais e a mudança nos ambientes de negócios das empresas, impactaram diretamente nas funções da Controladoria. O estudo destaca as principais funções da Controladoria e resgata os seus principais conceitos para aplicação em pequenas e médias empresas, com base em extensa pesquisa bibliográfica. Mesmo diante de inúmeros estudos voltados à área de Controladoria, percebe-se que há uma lacuna ainda não preenchida: a de estudos mais aprofundados sobre as funções passíveis de serem utilizadas em pequenos e médios empreendimentos. Neste sentido, o objetivo deste trabalho é avaliar as funções consideradas de Controladoria na gestão de pequenas e médias empresas industriais do Estado de São Paulo. Para tanto, foi realizada uma pesquisa exploratória com aplicação de questionário junto a setenta empresas de pequeno e médio porte, que atuam em vinte diferentes setores de atividades industriais. Os resultados mostram que as empresas têm conhecimento e utilizam as principais funções de Controladoria em sua gestão, mesmo que atribuídas, em muitos casos, a gestores e setores que não são denominados controllers ou Controladoria, bem como apontam para o acúmulo e o excesso de atribuições alheias às reais funções da Controladoria, no entanto, essenciais à gestão econômica.
Abstract
In the process of business management, the Controller performs important role in the pursuit of organizational effectiveness. Essentially a function of accounting from the adoption of proactive attitudes, developed to support the managers with timely information to support decision making. In recent years, the development of transactional processes and changes in business environments for enterprises, directly affected the functions of Controller. The study highlights the main functions of the Controller and rescues the main concepts for implementation in small and medium enterprises, based on extensive literature search. Despite of numerous studies aimed at controlling the area, it is perceived that there is a gap not yet filled: that of further studies on the functions that can be used in small and medium enterprises. Accordingly, the objective of this study is to evaluate the functions as controlling the management of small and medium-sized industrial enterprises of the State of São Paulo. Thus, a survey was conducted with application of a questionnaire with seventy companies of small and medium businesses working in twenty different sectors of industrial activities. The results show that companies are aware and use the main functions of controlling in their management, even if granted, in many cases, the managers and sectors that are not called controllers or controlling, and point to the accumulation and over-allocations beyond the actual functions of the Controller, however, essential to economic management.
