Resumo
O presente trabalho tem por objetivo examinar a Reforma Universitária no regime militar e verificar em que medida a reforma de 1968 influenciou ou ainda influencia a educação universitária atual. A metodologia do nosso trabalho embasa-se no modelo histórico. Nesse sentido efetuamos num segmento inicial uma revisão bibliográfica do passado antecedente a 1968 e do período em questão, observando aspectos econômicos, políticos, sociais e educacionais. Neste contexto verificamos os principais pontos da Reforma Universitária de 1968 os quais se traduziram na flexibilidade curricular, na formação dos créditos (matrícula por disciplina), no acesso e a mudança no ingresso das universidades, e no fim da cátedra. Em outro segmento examinamos a atual fase da política econômica mundial, no que diz respeito ao desenvolvimento tecnológico e do capital e suas decorrências no ensino superior brasileiro. Partimos do pressuposto de que no atual sistema de Ensino Universitário no Brasil reflete em vários pontos a Reforma Universitária de 1968. Nossa análise final nos aponta para a necessidade de uma nova reforma universitária que contemporize o mundo moderno, o capitalismo informacional, sem comprometer a qualidade da educação do ensino, como ocorreu no passado em relação à metodologia utilizada, o tecnicismo. Na ausência de uma proposta efetiva, cremos que nossas ponderações poderão conduzir a questionamentos sobre algumas hipóteses e soluções sobre a nossa problemática.
Abstract
This study aims to examine the University Reform in the military regime and see how the reform of 1968 has influenced and still influence the actual university. Our work.s methodology is based on the historical model. In this sense we have made in an initial segment a bibliographic review of the period before 1968 and of this period on its own, noticing the economical, political, social and educational aspects. In this context we can verify the main points of the University Reform of 1928, that were revealed in the curricular flexibility, in the creation and accumulation of credits (by registrating for each subjects), in the access and in the change in the universities admissions and graduations. In another segment, we examine the current phase of global political economy, particularly in the technological development and the capital and its deployment in the brazilian higher education. We can realize that the current system of college education reflects in several points the University Reform of 1968. Our final analysis points to the need of a new university reform that fits the modern world, informational capitalism, without compromising the quality of education as happened in the past with the applied methodology of technicality. Without an effective proposal, we believe that our considerations can still lead to questions about some hypotheses and solutions to our problems.
