Resumo
Este trabalho de pesquisa busca examinar o sistema de atendimento do adolescente infrator no estado de São Paulo, analisando a história das políticas públicas desenvolvidas, a legislação vigente de cada período e as propostas governamentais adotadas. Os procedimentos metodológicos utilizados foram a revisão bibliográfica, análise documental e o levantamento de dados oficiais sobre a situação do atendimento prestado ao adolescente infrator. No primeiro capítulo é apresentado os diferentes momentos históricos sobre a evolução dos paradigmas de políticas dirigidas à infância e à adolescência no Brasil, a partir de 1927, com a implantação do “Código de Menores de Mello Mattos”. O segundo capítulo é composto por uma análise da situação paulista do sistema de atendimento sócioeducativo e da execução das políticas voltadas ao adolescente em conflito com a lei. Com o objetivo de entendermos melhor o contexto e a configuração das políticas públicas voltadas para este segmento na atualidade. O terceiro capítulo apresenta e nalisa os dados disponibilizados por instituições de pesquisas sobre o atendimento do adolescente infrator no estado de São Paulo. Abstract
This research searchs to examine the system of the infractor adolescent’s attendance in São Paulo state, analyzing the history of the developed public politics, the effective legislation of each period and the adopted governmental proposals. The used methodological procedures had been the bibliographical revision, documentary analysis and the official data-collecting about the situation of the attendance given to the infractor dolescent. In the first chapter is presented the different historical moments about the evolution of the paradigms of politics directed to childhood and the adolescence in Brazil, from 1927, with the implantation of "Mello Mattos´ Minor Code". The second chapter is composed by an analysis of São Paulo situation of the system of partnership-educative attendance and the execution of the politics directed to the adolescent in conflict with the law. With the objective to understand better the context and the configuration of the public politics directed toward this segment in the present time. The third chapter presents and analyzes the avaiable data for institutions of research about the infractor adolescent´s ttendance in São Paulo state.
