Resumo
Objetivou-se, neste trabalho, analisar o papel do administrador hospitalar nas Unidades de Saúde das Secretarias de Estado de Segurança Pública da região Centro-Oeste. O referencial teórico adotado para fundamentar os papéis do administrador foi o conceito proposto por Henry Mintzberg (1986). Este, ao tratar sobre os papéis do administrador, faz alusão ao exercício das capacidades de desenvolver relações com os pares, fazer negociações, motivar os subordinados, solucionar conflitos, estabelecer redes de informações, difundir informações, tomar decisões e alocar recursos, o que engloba as dimensões interpessoais, informacionais e decisionais. Quanto aos métodos da pesquisa, a abordagem foi qualitativa. Para a coleta de dados recorreu-se às técnicas de análise documental e entrevistas semi-estruturadas. O universo de sujeitos pesquisados englobou 14 administradores hospitalares, espalhados pelas Unidades de Saúde das Secretarias de Segurança Pública dos quatro Estados da região Centro-Oeste (Distrito Federal, Goiás, Mato Grosso e Mato Grosso do Sul), todavia entrevistou-se 11 deles. A coleta de dados empíricos ocorreu no segundo semestre de 2011. O principal resultado da pesquisa apontou que o administrador exerce fortemente o papel de líder nestas instituições, através de várias ações e, aliando à função, o uso dos princípios da disciplina e hierarquia, que reconhece como necessários. É um líder que também motiva seus subordinados por entender as dificuldades que o serviço administrativo impõe aos policiais da área operacional. As dimensões interpessoais, informacionais e decisionais se presentificaram na fala dos pesquisados.
Abstract
The objective of this work was to analyze the role of the hospital administrator in the Health Units of the State Department of Public Security of the Central West region. The theoretical approach used to support the roles of the administrator was the concept proposed by Henry Mintzberg (1986). This, in treating on the roles of the administrator, alludes to the capacity to develop relationships with peers, making negotiations, motivating subordinates, resolving conflicts, establishing information networks, disseminate information, make decisions and allocate resources, which includes interpersonal, informational and decisional dimensions. Regarding the methods of research, the approach was qualitative. To collect data we used the techniques of documentary analysis and semi-structured interviews. The universe of study subjects comprised 14 hospital administrators, health units spread across the Departments of Public Safety of the four states in the Central West region (Distrito Federal, Goias, Mato Grosso and Mato Grosso do Sul), but were collected from 11 of them. The empirical data collection occurred in the second half of 2011. The main result of the survey indicated strongly that the Administrator has the leading role in these institutions, through various actions, and the combining function, using the principles of discipline and hierarchy, which recognizes as necessary. It is also a leader who motivates his subordinates to understand the difficulties that the administrative department imposes on police operational area. The interpersonal, informational and decisional dimensions were identified in the speech of those surveyed.
